They literally aren't. Sugimori has some stupid ground rule that "if a Pokemon is too cool, it won't capture the player's heart." Near as I can tell, he did no market research to support this nonsense before he said it, but it's clearly still the guiding design principle at GF anyway. And, more importantly, it's a handy excuse for them to mail it in or resort to forced memes/jokes/references (the visual equivalent of Marvel quips) because putting actual effort in would make the final result "too cool."
