I say this as a fan, I don't think Eva would make for a very good action game. Most of the angels are very gimmicky to the point the N64 game was basically a collection of minigames. This means you can only use a fraction of what's a small roster to begin with. You'd be better off taking it as visual inspiration for an original action game if that's what you wanted.
