It was some interview JK did. IIRC the word she used was that he "has a dash of goblin blood" so half-goblin is exaggerating things a bit.
That all said, it reminds me that the OG movie Flitwick was not what Rowling had envisioned, because in her head she just imagined Flitwick as a tiny old man.
