it's been like that ever since they opened up the marketplace to everyone wanting to sell their crapware. Arguably, it's Steam who created the environment which encourages the creation of mountains of crapware to chase easy money.
Steam was better when you actually had to be a proper business before Steam would even give you the time of day. Now it's just a dumping ground for the third world scraping for scraps of cents by cranking out vaguely game shaped products by the truckload. It's disgusting what Steam turned into.
