It's because the abilities of the characters are not actually represented in the programming, they are just depicted in the animations and supers. This becomes especially glaring when you put a lot of fighters of different series together. Everyone behaves the exact same just with different animations playing and some slight variation.

Like in theory a Hunter X Hunter arena fighter would work but in practice no one would actually have their real nen abilities, just different animations. That's why Dragon Ball works so well for Bandai games. The fighting in Dragon Ball is already very samey in the series itself so it can be easily represented in a game.
