They kinda did already with OLED Motion Pro which uses a top-to-bottom rolling image. The issues is that the usecases are extremely marginal as consoles don't really use 120 Hz alot and PCs can just implement the effect in software. Even now the people that know about BFI are rare and the people willing to trade brightness for motion clarity are even rarer.
