Bethesda seems to actually be aware of and respond to fan criticisms, surprisingly. Starfield didn't have voiced protagonists, it had a slightly more stat-based perk system than Fallout 4 did, and they made a big deal about showing off how you could pick different backgrounds and role play that way.
I think they're keenly aware of why people dumped on Starfield, with the chief things being:
planets were too empty
people wanted more depth from the systems (travel using fuel, suits having meaningful environmental effects, etc.) in ways that got cut
I suspect they will do their best to try and remedy those. If they succeed, then I think TES6 will be the "we are so back" game for them. Otherwise, I could see Microsoft closing down Bethesda when Todd leaves after TES6. Or at least downsizing them and focusing on the online games permanently.
