in the 90s korea had like a 200% tax on anything made in japan so nobody had consoles. everyone would go to internet cafes to play vidya, which wasn't a great setting to play in depth single player games and also favored f2p games because it meant the cafe owner didn't have to buy a bunch of copies of every game. then by the time people could afford home computers everyone had switched to cell phone crap. they never had a chance to develop real games because that wasn't what people there were playing.
