There wasn't a model in the original, but she was always meant to be a White character which is why she's White in Anniversary. As for the Voice Actress, this is irrelevant, as Johnson's voiced by a British guy, or a Black example, Samurai Jack is voiced by a Black guy. The voice was never meant to reflect the character's skin in the game back then, this is a modern thing that's done now.
