The code was a mess because of the outsourcing, but not because of what you think. Literally, Infinite was too proprietary because it was just souped-up Blam engine with new factors like PBR on top. Because they outsourced and contracted, and Microsoft had an 18-month hiring policy for contractors, they'd bring in people who have no experience with Blam, have to learn how to finagle and fuck with shit from the ground up like the Tag system that has to be built into the maps, the UI nightmare, all this technical debt - and then they're out the door a year and a half later with all that knowledge that won't apply anywhere else, and someone else had to come in and take their spot to start the process all over again.
Microsoft hiring policies to save a quick buck and no proper management without its head in the sand horrifically ruined Infinite.
