Kris seems to blame themself in some way or feel some kind of guilt about what happened, but there hasn't been any indication that Noelle or Rudy blamed Kris for anything. Even Carol probably didn't, she stopped visiting the Dreemurrs but it doesn't seem like Kris was forbidden from playing with Noelle or anything, they just drifted apart (and she openly invites Kris into their home now, but the current situation is a lot more complicated).
My personal theory is that Dess stole the codes to the Shelter from her mother and whoever else had them (and probably got Kris to steal Asgore's code), so Carol blames herself more than anyone for being careless (which is why she keeps everything at home now). Some of the blame falls on Asgore for also failing to secure his code and not being able to recover Dess (and everyone thinking he's crazy when he starts talking about the Dark World), and nobody blames Kris for getting roped into Dess's horrible idea because they were just a kid.
