Wasn't he Caesar's second in command though? I thought he was instrumental in the early Legion's success. Also, no, I seriously doubt that complying with the Legion would result in anything less than enslavement. I'd rather die fighting than surrender myself and my family to a deranged dictator who might murder my entire village because his clitty was leaky that day. Prisoners in the NCR probably have a higher quality of life than the average Legion "citizen" lmao.
