All charged BR attacks give you the instakill, only some non-charged BR attacks give you the instakill but they're all attacks that can't BE charged so it kind of makes sense.
The entire system is sort of weird anyway. You have to build this meter to enter this state that lets you use your other meter to enter this other state to charge an attack that gives you this thing. Does Berserk even do anything EXCEPT give you access to instakills? Why do that at all? Why not just make Berserk state into the "ultimate ultimate technique" and have activating it do an instant screen clear? I mean that's how you functionally use it anyway, it just comes with a bunch of extra steps.
