The imperial cult quests are incredibly good at giving clear directions of where to find the shit they want you to get them and tend to give decent rewards for doing so. Specifically early alchemy ingredient locations. Not something a veteran player actually needs but a new player might appreciate the restore strength spell they practically just give away.
They also have one of the best artifacts in the game Ring of wind so I may be biased
