There were maybe one or two times I needed but I don't think they were for progress, I was just improving the completion. Of all the things in this game designed around grinding, some of the building was oddly not one of them. Although to be fair I wasn't going that in-depth into it. It's not like I was really building my own little towns even after all the conditions were met.
