He probably just wants to write but you generally can't put esoteric ramblings on paper and call it a day, and books, even short novels are hard. That's how we've gotten CS and BoH. And even in Sunless Sea that's how it generally went, but in Failbetter he was probably tardwrangled to include at least some gameplay, even if as a backdrop for the narration.
