At the time it was just him and Clutch that were part of the major antagonistic forces that can move the plot along. Hell the fact that they felt they had to get rid of him because they didn't know what to do with his character only shows they don't they know jack shit on world building and planning. Now aside from Eggman what other major villain force there to move the story forward?
