A year 1 player could easily have them all finished. I still have 5 left. 2 I haven't even bought form the store yet, one is level 4, one is level 9, and one is level 7. The level 7 one though is the Mage Association MC which is a huge exp sink like the Atlas Institute one, and like the Atlas Institute MC there's little reason to prioritize leveling it because none of its important skills scale off level.
