Lore. Most of the DLC stuff is shit that's already locked away in the shadow realm and wasn't widespread. Demihuman Swordsmen and Hippos would've been widespread. Hornsent warriors not as much lol. Literally unless we get Lands of the Tower map, don't expect more of the DLC monsters.
