He'd still be good if it wasn't for the fact that almost every newer DPS has IR baked into their kit or sold as a solution through constellations or doesn't really care all that much about shielding because they scale with HP and can't die unless you're literally retarded.
If they ever release an Archon War era Zhongli he's going to have full HP scaling on everything, his attacks will be Geo infused and he won't be based on constructs.
