For Skirk specifically yes because she does not have hitstop on her attacks so attack speed is actually very beneficial for her so long as you're not playing her as a burst bot. Characters like Furina and Yelan are obviously better but for a 4* who functions at c0 and enables Calamity(better than many 5* weapons for Skirk) he's a perfectly fine addition to the team.
