If I recall right, Ilya was able to shove Shirous soul around a bit in HF to show him what she can do, as well as shove it into a doll in some bad ends. Not to mention HF true end, where she shoved him into the pendant to save him in some manner, though by that point she was basically performing a miracle and probably using the grail in some way. That said, Ilya is already connected to the grail and Third magic is the materialization of the soul, so she is kinda on another level in that regard
