Yes and no because those situations are rare nowadays, the game expects you to be using stuff on CD without thought.
HOWEVER, if there is a situation like that, you can always resort to looking at logs for other players on the same job to see how they handle it. Optimizing stuff like that is very case by case. It's good to know for when it happens but not something that's super necessary to keep in mind for most high end content.
