The point is : not everything has to be a written law, enforced by a state, if the population is united enough to follow common precepts / moral codes with unwritten rules that are being "taught" passively throughout one's entire life and become an intrinsic part of themselves
The necessity to regulate on everything and anything is the symptom of the deconstruction of modern societies whose members do not share any common precepts anymore and have become atomized individuals who must be protected from each others by an all-powerful external state
