They might've considered it but Nomura wanted Sora to truly be on his own at the start of 4. They ended up having Jiminy with Sora during the Lich section anyway so the idea wasn't entirely wasted. I feel like the games forget Jiminy is on Sora's person a lot of the time and how that could be used.
