It is indeed. That's why missions have 20 reinforcement as baseline. People just get irrationally upset if they die even if it is expected due to bad luck or getting overwhelmed. Also, all of the "bullshit one shot" are usually preventable or mitigated because they usually come from slow enemies or slow attack. Games have so much tools to bail you out too. Diff 10 should be designed around squeezing all of those reinforcement to the limit. People don't want to tanky enemies but people also don't want enemies to have too dangerous attack. If enemies have no chance of one hit or combo you to death, you can just stim and escape in most situations, especially with the stim booster.
