I mean Gamesworkshop made it VERY clear in their recent blog posts that Monkey "King" isn't even a king and has never ruled anything so he is perfect legendary hero fodder. Even if Yin-Yin is a tabletop hero should would just be upgraded as FLC LL to be on equal footing with her siblings.
