It's not, it's after the first raid and who's approach you follow (it mattered at one point but because so many people skip CS the easiest to select won, which I think was Anogg/white sister, it was a very long time ago now so I could be wrong). Just do the quests on reset if you haven't done them if you want that really long title (Witness to the Dark whatever), but imo they end somewhat unsatisfactorily.
