Everyone that's part of the main band of agents on the Mourningstar is either wholly unsuited to their job (Morrow should absolutely not be in charge of strike team deployment, offensive missions, defensive assets, etc.); or is forced to be there because they have no choice (Hadron has made mention that Grendyl's basically blackmailing her -- which isn't surprising since she's a Technoarcheologist and probably fucked around with tech she wasn't supposed to).

Go back before Mortis. Think about the story we had at the start. It seemed, fairly clearly, that using Rejects to just throw bodies at the problem was Grendyl's idea to get around the issue of having no official resources he could call into the system due to the warp storms. Then Mortis happens and we learn that, no, it was Zola's idea, and Rannick approved it, and we don't even know if Grendyl was there in the "I AM A WARRIOR" cutscene or if that was basically just a recording that plays whenever someone is brought into the band. The latter makes way more sense to me because contacting Grendyl is something seen as an act of last resort (Brahms), and if he was Zoom calling in every time they got another batch of convicted dipshits to throw into the meat grinder he'd never be getting anything done.
