Astra I would consider a leader, but not in the traditional sense because it's a 2 person faction and the only other person is Evelyn who's her bodyguard
Zhu I wouldn't really consider a leader. She's basically a supercop, but it seems like both she and Qingyi are put on the same level in their department and it's only Zhu's workaholic nature that has her viewed as more important.
Koleda should be moved up.
Hugo and Lycaon should be moved down
Caesar and Miyabi should be moved up
Nicole's another strange one that doesn't really fit in a traditional role. Yes the hares would fall apart without her, but not because of any outstanding aspects to her character, but simply because it's a job and she's the one paying them. If your boss suddenly abandoned his post and people stopped coming to work it wouldn't be because he was a bad boss, but because the money is the reason you went to work in the first place.
