Because its unbalanced power. In good fighting games, a good ryu is literally stronger than a bad ryu. His shoryuken seems to come out faster and do more damage and lead to more pressure. Timmys shoryukens are always blocked and don't help him win. So if reversals were invincible and meterless, good players would bully shitters with them, thats why they had to give all reversals like 30 frames of recovery PLUS punish counter state.
