Them releasing new characters shouldn't come as too big of a surprise given the game's genre and the fact that they clearly have decided to not go with the '10 variants of one character' route. Having a large ensemble cast can help add variety and flesh out the different regions and in-universe cultures they're from, but then they proceed to not include 50% of the playable characters in the main story anyway while also stowing most interactions away in side content (or some times even FOMO content with an expiration date) where they just exchange pleasantries while talking about how they respect each others' professions
Certainly doesn't help that a region's cast basically stops existing the moment we move on from their local area. If this had been a real RPG we'd have characters from all of the nations who would join us on our travels, be it for personal reasons, because they have similar goal(s) as us or simply because they feel indebted to us
