Honestly just remove 4 stars. It's not like genshin where 4 stars have less visual effort in them. All characters have cutscene ults, the only difference is 4 stars just have worse numbers and kits.
Even gallaghar is worse than every sustain besides geppy and MAYBE Bailu.
