You're undermining how good the plasma gun is. Very few weapons can spam and tear through hordes of crushers and bulwarks with so much damage, stagger and suppression. It's Veteran's most valuable tool, the best specialist-deleter in the game, it doesn't even care for walls. There's a reason (good) teammates let Veterans hoard ammo when they're carrying a plasma gun and doing their job.
Without it, Veteran is legitimately a throw pick.
