I think it’s fair to say they knew there was a Chaos Cult running around, it would be entirely impossible not to realize that what with the literal Chaos units being fielded, but Wolfer and friends clearly went through great lengths to hide their existence, the big surprise is that Wolfer seems to be subordinate to them, whereas the assumption was probably that there was no real distinction between the Moebians and anyone else helping them, there’s dialogue and mission events that confirm both sides are in some kind of hacking game and constantly trying to listen into each others communications and gain the info advantage, and we know that it’s a struggle because Rannick says he’s heard the word ‘Admonition’ but “always robbed of significance” or whatever so it makes sense they’d be extra secretive about them
