Nope, that's not how it works.
They COUNT AS staggered. You no longer need shout or chorus to set up actual stagger to activate skullcrusher with, arbites just do it passively because concussive enables skullcrusher without actually staggering the enemy.
Also ogryn can currently stagger lock monstrosities (again) I think with the shovel punch, but it's more meme than practical.
