Always said that total war games lack modularity, compared to something like Crusader Kings 2 where you can disable shit you don't want.

Warhammer should have optional unit caps, among other things.
Also, custom battle scenarios for all total war games should be expanded, so that you can control both sides (if you want, and also bring back hotseat mode), place units in any parts of that map to set up different battel scenarios and so on. Also, use any faction units when play as any faction in custom battles, at least, if not even for the campaigns for historical games (maybe area of recruitment system).

Basically, a lot of shit needs to be done to turn total war into proper playing-with-toy-soldiers sandbox.
