unironic answer? women have a hard time relating to men cause of how the patriarchy influences male/female relationships, which is why you never EVER see men being personified too much in r1999 beyond J. making them less relatable to irl men, by obscuring parts the of them (their eyes, facial expressions) that would allow you to find them relatable, is just an effective way to make them a cool non-female figure instead of "male." they are in effect a kind of prop, while giving the female characters more personality and actual development. before you ask, no i don't dislike this, men are props and this is a good thing
