Yes, Dogs of War is likely to be FLC since most of their units were added in the monogod DLCs, at least the ones that were missing. The FLC will probably include three lords, a hero, four to five Tilea units, and, if we're lucky, some Halfling content plus wizard lords.
Valten is interesting, though. I have no idea why they included the image and text in the patch following Thrones of Decay's main patch. It's very suspicious.
