number of procs doesn't matter, each proc draws its damage from base damage, crit multipliers, headshot multipliers, and bonus damage like elementalist. if you were only doing a few thousand damage per slash instance, its still nothing compared to ETA/EDA enemy EHP. part of what makes heat so busted is that if you dump the same amount of heat procs in your example, heat inherit will make the procs do hundreds of thousands of damage per second instead of a few thousand. if slash inherit were a thing, it may be a different story.
nowadays if you want a big slash proc, you want a big damage critical headshot. its a lot more niche, still great for stuff like disruption but if you need multi-million damage DoTs heat is just better.
