Cassius might be like this in your fanfiction, but in reality while Cassius is humble his problem isn't really about being the hero. If hero worship was an issue he wouldn't have accepted being a S rank bracer, and he wouldn't have so easily accepted that he had to go back to the military.

By design of Ouroboros he can't. In FC, he's too busy putting out fires in Erebonia, and in SC he's too busy trying to salvage Liberl after the coup.
Cassius is someone who after the war realised that instead of offense he wanted to be someone who protected people, which is why he adopted the staff. It's not that Cassius is afraid of being a hero, but that Cassius wants to protect people instead of being a weapon.
