No, it absolutely is not. It's just Sunshine if you didn't get kicked out of levels when you acquired a star thru them and with a different flavor of "sidekick that helps people who suck at platforming slow down their landings".
There is more Sunshine in Odyssey than there is Wind Waker in BOTW and no one would be insane enough to act like they're not part of the same genealogy of games.
