Shatter Blast imo was always a weird ammo mod. It had its moments in Cold War but it never held a candle to Dead Wire pre-patch so it'll be interesting to see the minmaxed version of it. Taking out armored health quickly would be more than enough for me considering how armor ignores some damage values.
