Magic has a lot of resists because it's baseline damage is "that" much higher than incants and they cast a lot faster as well

Also you're vastly overrating the slightly increased vigor, revenant has 20 more hp than recluse while also disregarding that recluse has significantly more stamina and importantly, recluse has a far far better dodge

there's almost never a situation in which a revenant tanks an attack that would kill a recluse, while there are plenty of situations in which a recluse can use her extra stamina and better dodge to evade an attack that would hit the revenant
