Cipher is genuinely good. She's the best nihility support (but that's not saying much).
I've seen a few that use Yunli with her. Seems to work just fine. Single target advancers like Sunday/Sparkle/Bronya are overrated with her as her skill does laughable damage. The extra ult charge is nice (your green fox should take care of any healing) but Cipher makes up for that.
