what do you mean? its well balanced, its just weak
The thing people misconstrue about comp classlimits is how classes can be good situationally even if they're trash generally.
Engineer and heavy are trash generally, but they're reallly good situationally, like on last.

As an engineer on 6s, you will literally just build a sentry 5 feet from spawn, level it up, then sit in spawn safely and switch to a combat class once your sentry is destroyed, or once your team needs to push out. So a engineer almost acts like an extra player in those SPECIFIC situations.
If you had 2 engineers, that would mean 2 sentries for the enemy team to destroy in order to break into last, while the 2 engies could just switch to real classes right after. Engineer is such a straight upgrade holding last its almost like having 8 players instead of 6.
And with heavy its similar as you can just walk back and forth from the spawn and go back to 300 hp, and get crit healed to 450hp. 2 heavies is a full 900 HP then, which is more than even 2 soldiers can do unloading all their mags.
