The rating doesn't matter except on stamina curios where you want 410+ for the +3 stam to actually be +3 and not secretly +2 (or something like that. I might be off on exact power rating req). New system lets you reroll perks as much as you please, so just throw whatever you want on there. You only need ot care about the blessing since that can't be edited
