I'm not going to rewatch the livestream but I don't think they said anything about world quests specifically, just that the 'stories' that normally would be a part of story quests would be integrated into the archon quest and that they'd try to have characters appear in the open world similar to how they do in the anecdotes
In 5.8 Ineffa will apparently not have a story quest but she'll be a part of the AQ interlude that's meant to set up the next region
