Why can't I have both? You can basically defend any poor game design choice by dumping all the responsibility of making the gameplay fun on the player.
Kinda similar to shitty argument people made in WH2 where melee infantry was fucking useless on higher difficulties thanks to the poorly designed cheats AI got.
