You are downplaying 3LB too much and overestimating the stat gains from MLB
I would understand if resources and run were limited but this game is practically a rogue like, you can do a lot of runs, MLB will get better runs most of the time but is not like you cannot get good runs or similar runs with 3LB, most runs will be used for sparks and not always for races.
3LB IS still pretty high on the meta this early on and will still be high on the meta because we can see the future, we know we'll get a guaranteed kitasan, we know we can still get her in the rerun or outside banner.
And again, im not saying that you shouldn't go for MLB if you are less than 200 rolls, im saying that recommending to go past guaranteed pity is retarded, as not only the chances are low but since we won't have enough for 2 guarantee pities, people are essentially choosing to lose a part of a guaranteed SSR if they go past it.
